This is happens because of DOSBox. DOSBox is emulating tool which run 16-bit application on 32/64-bit OS. DOSBox specially design for gaming and only for keyboard interactions.
We used it run Turbo Pascal on 32/64-bit OS. So, you need to use Turbo Pascal Keyboard shortcuts. For menu you can use Alt+First later of menu item name.

If your keyboard is working properly with other programs, it's possible that the anti-keylogging feature in your antivirus software was blocking typing into DOSBox. Turn it off so that DOSBox can receive a keystroke command and pass it into Turbo Pascal because DOSBox uses keylogging to transfer your keystroke to Turbo Pascal.
You can disable the anti-keylogging feature while using Turbo Pascal and re-enable it when you're not using Turbo Pascal.
